The REACH Regulation on the Registration, Evaluation, Authorization and Restriction of Chemicals was fully implemented on June 1, 2007. REACH is a set of chemicals management regulations, involving about 30,000 kinds of chemical substances, the main contents are as follows:
1. All "existing" or "new" chemical substances with an annual production or import quantity of 1 tonne or more are to be registered
2, through the safety data sheet (SDS) to strengthen the flow of information in the supply chain
3, some of the registered substances are assessed
4, the use of highly concerned substances (SVHC) and put on the market must be approved
5, not to accept the material restrictions
6, the establishment of Chemical Management Bureau (ECHA) to manage the entire system
(With the exception of food, pharmaceuticals and pesticides), REACH compliance with the requirements of the supply chain in the various links are required to bear the corresponding obligations:
1, chemical suppliers: delivery of chemical information, to provide SDS
2, raw material suppliers: the collection of chemical information, transfer of chemical information, check the existence of SVHC
3, goods manufacturers: the collection of chemical information, transfer of chemical information, in accordance with the pre-registration requirements, notify the existence of SVHC

REACH Regulation 57, the high note of concern SVHC:
1, carcinogenic, mutagenic and toxic to reproduction
2, persistence, bioaccumulation and toxicity
3, high persistence, high bioaccumulation
4, with the same impact of substances (such as endocrine disruptors)
So far, a total of 53 SVHC candidate substances
October 2008 ECHA announced the first batch of 15 high-concern substances list,
The second batch of 15 substances of high concern was published in January 2010,
June 2010 announced the third batch of eight high-concern substances,
In December 2010 announced the fourth installment,
In June 2011 announced the fifth installment,
July 20, 2011, ECHA proposed six substances as included in the SVHC which is expected to soon be listed as the sixth batch.
