The Emirates Standards Institute (ESMA) is the only national standards body and certification body in the United Arab Emirates based on the UAE Federal Law (28), 2001 (UAE 2001). In order to effectively implement the UAE national standards, ESMA compliance assessment department to implement product safety certification system, referred to as the United Arab Emirates Conformity Assessment Scheme (ECAS), from June 1, 2011 to implement.
All regulated products must apply for and obtain COC compliance certificates as clearance and sales passes as required by the ECAS program. ECAS certification covers not only safety, but also coverage of electrical and electronic safety testing, performance testing, functional testing, hazardous substances testing may be covered (but does not include wireless testing, wireless subject to TRA certification control). The UAE Cabinet Decision No. 34 of 2013, issued by the UAE on December 31, 2013, incorporates lighting products into the safety and energy efficiency certification program and is managed by the Emirates Authority for Standardization & Metrology, ESMA), and issue the ECAS COC Certificate as a certification body.
1. Since July 1, 2014, unlicensed lighting products are prohibited from being exported to the United Arab Emirates;
2. From 1 January 2015, unapproved lighting products will be prohibited from being sold in the UAE market. Emirates Energy Efficiency EESL Certification
Introduction to Certification
On April 13, 2011, ESMA promulgated the National Energy Efficiency and Protection Program (EESL). According to the plan, ESMA since 2011, has air conditioning, washing machines, refrigerators, lamps and lanterns into the scope of EESL control. All products within the scope of control, must be through product testing to register EESL, complete the EESL registration and energy efficiency label affixed (below) before entering the UAE market.

Precautions
1. Application for EESL registration is subject to the ECAS COC certificate. If not, EESL and ECAS are required. 2. The holder of the certificate of conformity must be a legally registered company in the United Arab Emirates, and a certificate of registration is required upon application.
3.COC certificates and EESL certificates are valid for one year, one month before the expiration can apply for renewal.
4.COC certificates can accept a series of models, but the EESL energy efficiency registration is a single type of registration, energy efficiency report must also be based on a single model issued.
