Certification of Conformity (COC) is Singapore's safety certification requirements. To protect consumer safety, the Government of Singapore has enacted the Consumer Protection (Safety Requirements) Regulations 2002 to replace the requirements of the 1991 Consumer Safety Protection Act to implement the new " (Safety Requirements Registration Scheme, referred to as the CPS Program), which was enforced from April 1, 2002. The Consumer Protection (Safety Requirements) Registration Scheme (CPS) At present, there is no mandatory EMC requirement for EMC in Singapore.
In 1991, Singapore's Ministry of Trade and Industry (MTI) appointed the Standards and Productivity and Innovation for Growth (SPRING Singapore) as a safety agency to manage the CPS program to ensure that controlled electrical and electronic products comply with Singapore's safety standards. Under the CPS program, any manufacturer, importer, distributor, or retailer must register with SPRING as a registered supplier to obtain a COC certificate issued by a third party conformity assessment body (CABs) designated by SPRING or an MRA mutual recognition agency , And security signs affixed to the product to enter the Singapore market.
Product Range
CoC certification covers a total of 45 kinds of products, mainly in the following categories:
1. Electronic products and AV electronic products of the transformer (Adapter)
2. Audio / High-fidelity Set / Laser Disc Set / Video Cassette Recorder
3. Table / standing lamp, etc.

Singapore CGSR safety certification
Introduction to Certification
CGSR, the corresponding regulation is "Consumer Protection (Consumer Goods Safety Requirements) 2011" (Consumer Protection (Consumer Goods Safety Requirements) Regulations 2011), the Singapore government in order to strengthen consumer product safety control, since April 1, 2011 enforcement The system.
CGSR system and CPS system, are by the Singapore Standards Development and Reform Commission (SPRING) control of the safety certification system, but generally we are more concerned about the CPS system under the CoC certification, it is easy to ignore the CGSR system. In fact, the CGSR system is a supplement to the CPS system and is also mandatory. For non-CPS mandatory electrical and electronic products, the vast majority will fall into the mandatory scope of the CGSR system (specific reference to the following product range). CGSR is a system that has no certification requirements and that any manufacturer, importer, distributor or retailer is required to obtain a test report according to the CGSR program requirements.
The biggest difference between the two systems, CPS system is pre-market emphasis on the pre-market control, the need to meet the requirements based on the test report for CoC certificate, registered in the SPRING official website, product affixed S-MARK logo to enter Singapore market. In contrast, because CGSR no certification requirements, products can be free customs clearance, so more emphasis is on the market after the sale (post-market) safety supervision.
For consumer goods that are not complying with the requirements of the CGSR test, they are found to be liable to a fine of up to $ 2,000 or imprisonment of up to 12 months for the first offense, and $ 10,000 or less for repeated or multiple violations Fines or imprisonment for up to two years.
Product Range
CGSR mandatory products basically cover the vast majority of consumer goods, in addition to some already have a separate control system of products (such as CPS system), as long as applicable to ISO, IEC, EN, ASTM standards of consumer goods, are CGSR control, List the more common consumer goods:
1. children's products, such as cribs, children's products, such as walkers and cribs
2. toy products, such as toy ball, balloon toys, such as balloons, balls and rattle
3. Electrical, electronic and gas products that are not regulated under the Consumer (except electrical and electronic products) under the CPS regime
Protection (Safety Requirements) Registration Scheme (CPS Scheme)
4. Furniture products, such as mattresses, mattresses and bedding
5.DIY products, such as home decoration products DIY products, such as power tools and home improvement products
